One of ten English Regional Broadband Consortia or RBCs, Cumbria and Lancashire Education Online (CLEO) consists of Cumbria County Council and Lancashire County Council. It was formed in 1998. The CLEO broadband network services all schools throughout Cumbria and Lancashire by providing a private, high quality broadband network. This allows schools across the UK to share information, content and knowledge.
In addition to the broadband network, CLEO provides an array of additional services that support both the use of broadband technology within the classroom environment as well as students learning from home.
Together with the other nine RBCs, the CLEO broadband network delivers the National Education Network or NEN. The NEN, a dedicated education network, is shared by the schools and is able to capitalize on the potential of broadband technology. The network then allows the schools to experience unique content and services.
CLEO is funded by the local authorities of Cumbria and Lancashire, via the DCSF Harnessing Technology Grant. This education minded grant exclusively covers broadband funding for schools. Schools do incur some infrastructure costs.

Content can be delivered to students via CLEO in a variety of subjects. English, Maths, Science, Drama, History, and Music in Key Stages one through four. Foundation courses to develop skills and gain knowledge in the areas of communication and literacy, physical development, creative development and even social, personal and emotional development are also available.
